My new accounts seem to get flagged and I can't use them to promote, i've used different connections, vpn's and am now using a low fraud score 4g proxy and it's still the same issue. Can anyone help?

Do you use multiple TikTok accounts on the same device? This is actually very risky.
 
Try changing device + ip + email it will work.
Or if you want to do bulk on PC you can try Hidemyacc antidetect. Heard that they works well for social platforms.

Yeah I think it's the device but as I need mobile as i'm using it for the in app promote feature I would need to buy a new phone anytime this happens
 
Check if you can like and follow before using account. Have you tried resetting device?

I've not factory reset yet, I haven't got around to it just yet as I need another virtual number

If you reset your device to factory settings, you should wait a couple of days and try again. For some reason Iphone has this problem, on Android everything is okay.
Try to download a few more games from the App Store and play them by passing a couple of levels.

What's the use of downloading a few games?
 
You may be in a bit of a hurry, so warm up your account by posting videos with trending music, hashtags, and pay attention to IP addresses. you might consider using 4G mobile
 
What is your product. With a new account you should warm up and use for a while before running ads, tiktok is very strict. Be careful to avoid account death
