yes it can be possible without frequent posts because don't focus on mass uploading always focus on quality content so your audience will be back to you.

Of course, if you’re already a public figure, sometimes just creating the account is enough to get attention, even before posting anything

Without frequent posting is doable as long as your posts are particularly original or has high engagements. Just try not to go too long without posting since only well established profiles can get away with that, even so with some difficulty of reach.
indeed one can. i have seen many accounts that have managed to grow with slow posting due to the fact that their content is informative or fun. on tiktok the app can post a video even a few days after it was upploaded.

Well, it could happen, but the process will most likely be more gradual. In my opinion, one high-quality video is better than multiple low-quality ones, so I'd choose quality over quantity.
