It's not impossible but very unlikely to have blackhat ads on TikTok as they are strict with that. They are very strict with all content on TikTok infact.

If you want to advertise BH on TikTok, then consider using normal accounts and just advertise with your videos.
 
You can diagnose the suspension ans check your email for TikTok's official reason (policy breach, payment issues, etc.)
Common violations: Restricted products, misleading claims, cloaked links, or low-quality landing pages.

TikTok has very strict advertising rules. If you get banned, it's likely you've violated TikTok's rules.

I usually have problems with aged TikTok accounts. I found out that the fresh accounts have no negative history and they are the best.

There is no surefire way to bypass Tiktok and its rules. what you can try to do is to use a verified account and make sure that the ads that youre running is compliant with the rules and regulation of Tiktok.
