It has multiple factors. Originality, geo location or if you just simply have restrictions, suspended accounts on the IP, or you have suspicios activity on your ip address.

It's difficult to grow your account when you manage aged multiple accounts. Your device could be flagged already. New users with new device have good chances of doing well if their content is good.
