TikTok Account Creation Location

I'm a bit confused with this, maybe someone tiktok expert can explain.

To get most USA viewers/views do I need to create tiktok acc in USA? or is it ok to create account in EU but upload videos and use with USA IP?

Does creation location or using/uploading location makes video to show more for USA people?

US mobile proxies, setup your mobile device for USA, just the way you setup when you setup a new mobile device.
 
But if I join Creativity Program i would need USA docs/SNN, which is not possible for me. So it's not a good idea to create acc in USA i guess.
 
I used PC with residential proxy but the account I created if I follow people it won't show on following and nobody follow me. Unless if I follow with another account by myself.
What could be the problem please ?
 
US IP, hashtags and captions that target US viewers can help.

Both creation location and uploading location are important to get your targeted USA audience.
