Can I open a tik tok and upload hq videos with viral potential and when I get a bunch of followers change the content like it was a fresh account with other content?

Yes to get followers with viral videos and then start doing videos of a brand with followers yow get from the viral videos.

Not advised. Tiktok categorizes your content and whole acc in specific niche buckets. If you change the topic of the acc, TT will start showing the new content to the "old" niche audience. Hence the engagement rate will drop and you won't get much visibility from there on
