You can modify or alter the exif data of the video so TikTok doesn't flag it as a reupload. As for specific program to do that, can't say I have any recommendations. The one I use for that sort of things is proprietary software. That said, a quick search online should list you a couple of decent ones. Some are free, some are paid programs so you'll need to weigh-in which ones you want to use.

Have you been succeed get views on reuploads only by changing the exif data of videos, without any video edition?

I always edit the video to some capacity on top of modifying the exif just to be on the safe side so I don't have any info on success for vids with only the exif changed. Hopefully someone else here who has tried would be able to give us their insight on that.

Video editing? I use Adobe Premier Pro. If you're asking about changing EXIF, I have a custom made software for that.
