I think you're going to struggle. Ad accounts are pretty hard to get anyway from what I've seen but if you want a high-level ad account where you access to tools like the TCM, then there is a lot of evidence and discussions required. It all has to go under a registered company with all the paperwork. I actually met a TikTok Ads Manager in person. Most people won't sell an account in that situation.

Not sure if it's still as bad, but it used to be that even if you signed up, they would never get back to you.
