Tiered PBNs?

Just a quick one:

I have a few domains that have links from my local government. I'm thinking of using one of the domains as money site, and to redirect all the other domains to the money site, instead of pbn.

Reasoning: although the domains have legit .gov links, they lack quantity. I have only around 1000 .gov links in total from like 4 sites. So I'm planning to use 3 domains to boost the one domain that I'm using as money site.

Has anyone tried this? Or is this a really bad idea or overkill? Thoughts?

My advice: don't redirect ANYTHING to your money site. I'd take one of these domains and try to make more or less authority site from it, link it to your money site, and all other domains redirect to this one. This way you get yourself a perfect Tier 1 site.

i'd rather build/resurrect rather than redirect

Its really a bad idea to use it as a money site. Just go for what bignose advised.
