Tiered Links

Hello masters,

I am quite new in SEO world, and I need to create for a Project some back-links to have better authority in the main site.

Now, here is the questions....

Should I create the back-links using Tiered Linking Technique ? Is this still OK in 2019 or this is an old technique and now there are other techniques.

And in case, this techniche is still valid, which links should I need to create in Tier1 ?
