Tiered Link building Question

I have a question. I know that with tiered linkbuilding one of the goals is to create Tier one blogs on Weebly, WP, etc. My question is, should I continue to use these blogs to build links or should I limit them to just a few?

Do I need to keep creating tier 1 blogs? How often?
