hand built web 2's for tier 1, then GSA for tiers 2 + 3 like in Matthew Woodwards tutorial, I would suggest checking that out but you will need some more cash for all of the software.

Yes ! Because you have much more control over this domain that you have with web 2.0. And make this tier 1 separate from you money site ! Google must think that they are coming from 2 different people

Hey. I am pretty new to this link building too. But 6 months ago i didn't even know how to create homepages or any coding at all.. now i got few sites and have made some money so i consider myself a good learner
However, I am pretty confused about the fact how does these tiers benefit my money site? Do I have to gain traffic to those web 2.0 tiers to benefit from them or what? Does heavy spamming to tiers have other benefits to my money site even I don't have any traffic at all in those web 2.0 tiers? Forgive me for these stupid questions
You don't need traffic in those web 2.0 . If you have quality articles on those sites then you can get some traffic. What matters is the backlink you get from these kind of sites. I do my tier 1 manually with quality and unique contents. Not just web 2.0s but Press releases, profile building etc.
then i point my tier 2 to tier 1. For tier 2 i use GSA SER to create backlinks. I use auto generated and spun contents and build links from different platforms.

I think just adding good quality article in those web 2.0 sites is not enough for tire 1. Make sure they looks like real websites. At least post 5-6 posts with proper formatting, image and video. Take you time to build those tire 1 properties. Don't try to build them at once.

Money site ( your main domain )
Tier 1 : web 2.0 sites, Press releases, profile creation
Normally you create account in wordpress.com, tumblr, blogspot, weebly etc and submit quality articles ( blog post about your niche ) and backlink to your money site. You can start with 5-10 sites.
Tier 2 :
Article directory, blog comments, wikis etc
Tier 3 : comment blast ... what ever !!!
