1.How to do tiered backlink building? Is there any good tool for it?
2. Tier 2 and Tier 3 do not directly point to my moneysite, it's point to tier1, does that 2&3 even count as my moneysite 's backlinks?

1 Find sites that post relevant content and outreach them. Ahrefs has the biggest backlink database.
2. No, their goal is only to boost traffic.

So what is the significance of the existence of tier2&3

1. Generally with tiered backlinking, you create foundational links as tier 1's. Guest post outreach in a niche that's relevant to yours and find links from real websites with decent metrics. For tier 1's, manual work shows the best results I've found.
2. As for tier 2 & 3, those depend on how particular you want to be with your website's tiered links. I'd suggest web 2.0's, blog comments, and the rest of the link variations as tier 2 & 3.

3. Use the multiple quote feature to respond to multiple comments at once.

Because they provide extra traffic boost to tier 1 page that counts as backlink
But... how many the traffic from tier23 will finally end to my moneysite though tier1, I mean.. does that better let tier23 directly point to my MS?

For tier 2 and tier 3 rankerx and other GSA Seach engine tools are used , but they are damm to expensive tho !

if that not count as my backlink
It does count as your backlink but it's tiered.. So less juice when the connection is further away, same thing with a redirected 301 url basically. You lose some of the linkjuice with a tier 2/3 link but is easier to spam since not pointing to your moneysite directly.

But in all honesty I wouldn;t worry about tiered linkbuilding so much in the beginning, just get some quality tier 1 links.

You see... That is the power of content writing. Content must be written in a way for a reader to guide him through different sites. Also, it will be much harder for google to distinguish if a guest post is paid or not.
