Tier Two Backlinks

I am working to rank a Local Business I have started in an industry that is very competitive but not very SEO competent. I have built a few Manual High quality Tier 1 links. I was wandering if Tier Two links are needed for these to have much if any link juice? I have a couple of wordpress sites built and a couple of more New URL's I have created sites on. These are all pretty high quality backlinks in content but I know they have very little link juice.

Any advice is appreciated. I want to keep this project very whitehat since it is tied to me locally and personally. That being said I don't want to have to spend 1000 hours ranking this site. I am thinking of starting a 1000 dollar scholarship program to see if I can score some High Authority links from University's and because College is expensive and very beneficial. I would love to help someone attend college.

tier 2 links will have a very minimal effect on your sites ranking, they are mostly used for indexing purposes. if your tier 1 links are already indexed in google then tier 2 is not really necessary in my opinion.

some people also build tier 3 links, which i believe to be a complete waste of time

sure mate tier 2 will help that not much effect like tier 1 but you can try mate if it is quality that will provide help

I have like 30pbn posts that was built for my authority site. I'd like to add some tier2s to give some extra boost to them.

Tier 2 links are essential parts of your link building mate, having tier 2 links are still effective technique.
