Tier one links

Can I post my tier 1 links to PR1 bookmarking sites or is this also by now a no go? Until now I only posted them on PR2+ bookmarking sites, but that way I lost a lot of potential backlinks from those PR1 bookmarking sites so I wonder now what to do.

Thats good for diversification, which is very important nowadays, just don't overdo it.. I personally submit in low numbers to such kind of links and all fine so far

Could you please define low numbers. I have not that many experience when it comes to these numbers. Are we talking here about 100 or 1000? I plan to do ~100 bookmarking sites (pr1+) + Social network activity (facebook,twitter,pinterest,youtube) of course with likes, retweets,repins etc. and additionally 5-10 niche backlinks with PR1+ (post page PR).

I hope this should be enough for one tier one link.

By low numbers he means if you have plan to post your website in 1000 page rank 1 bookmarking website instead of that only submit them in 50-100 website.
