Tiered link building is when you link to the link of your site. Let's say I have a direct link to my money site (Tier 1), I link to that with 100 other links, that's my Tier 2's. Then you can do that with them too, and that's Tier 3. I suggest you Google it before asking here.

Every technique that is used to rank your site in serp is called "manipulating the search results" and it is against the Google's search terms.
So do not think about black, white or grey hat. Just go for the one that suits on your head.
