Tier Link building question

Hello BHWers!

I am asking a newbie question here.

lets say I build 10 web2.0 for tier 1, then I should build another 10 (at least) tier 2 to each tier 1 web2.0, so I should build total 100 tier 2 links?

is this how it works?

Yes you can do that. Since tiered link building is creating backlinks for your backlinks, you have the right concept.

The higher the tiers, the more sloppy your link building can become without affect your money making website.

I wouldn't recommend creating so many web 2.0's for your tier 2 because it can take A LOT of time.

For example, I recommend programs like GSA or scrapebox for tier 2/3 links because you don't have to manually create the links. It's a good tool for automated blog comments.
