I'm trying to decrease footprint by increasing variations. So what can kind of link types we could add for each tiers?


Tier 1:
High quality guest posts


Tier 2:
Web2.0 platforms


Tier 3:
Bookmarks, social links(tweets, likes, shares etc.)
forum profile links, comments links

Maybe get some private high pr homepage backlinks as a TIER 1. Might be risky if you purchase a service, but building your own wouldn't be any harm as you would be the alone one out there
 
You are safe 100% as long as the guest posts are really quality. If you can and have the resources, build your own PBN-s for Tier 1 as well. This will also help you to use that network for many sites/keywords you wish to rank.
 
Why not bump up the web 2.0s to tier 1 AND add article directories, wikis and other CONTEXTUAL links just as long as they have good PRs?

You can simply replicate the tier1 to tier2 but the tier2 having lower PRs and so. This will allow good link juice to flow through contextuals rather than one-off links. Sprinkle the tier1 and tier2 with social bookmakrs while pushing tier2 with tier3 ******** comments and profiles.

Walla! There's your tier strategy :)
