I am little bit confused. In adult media buying what countries are considered Tier 1, tier 2 and tier 3?
Somebody puts Germany in Tier 1, and somebody Canada in Tier 2 etc... everywhere I read is different

Well, any region could be good if you know how to work with it. For example on our platform Tier 1 are, actually, LATAM and APAC countries. I think what you have to pay attention on is the payout of the offer for the particular country and amount of traffic you can get. In US and Germany you have a lot of not cheap traffic and it is hard to convert while payouts are usually huge. In Brazil and India there are plenty of cheap traffic and conversion rates are MUCH better than in US/Germany, so you can earn more. On the bottom line -- don't get too focused working only with Tier 1 (whatever it is considered to be), you can find decent profits in any country, just keep exploring. Good luck!
 
What kind of platform you are talking about? Do you own CPA network?
 
T1 is definitly USA , Europe is T1 and T2, Australia should be T1
Eastern Countries like China are T3.

Teirs are not the same across different advertisers and traffic sources.

But obviously the lower the teir, the lower the payout / quailty for the advertiser.
 
That's right! Tiers categories can vary but you should understand that usually they are related to performance, traffic costs and payouts. You can also look to minimum bids on Ad-Networks to have an idea about a specific country.

That's some time depend on cost per click for the country.
If the bid is lower in comparison to other network for same country then here you are,
 
The countries whose governments are strict for less standards of Trafficking Victim Protection Act are included in Tier 1 like Canada, France and Germany etc.
The countries that are making effective efforts to comply TVPA are included in Tier 2 like China, India etc.
The countries that are not complying TVPA and also not making any work on it are included in Tier 3 like Cuba and Iran etc.

You can search it on Google. We can't put Canada in tier 1 because Canadian government imposes strict legal restrictions on cyber crimes and its rules for IT are very legit.
