Tier-1 links are high-quality ones which you can send directly to your money site. Outreached real guest posts, high authority falls under this category. Tier-2 links will be sent to Tier-1 ones and Tier-3 will be mostly blog comments, spammy links etc.
Blog commenting has to be 100% real if you send it directly to your main site.

Tier 1 is your high quality backlink of your websites and tier 2 and tier 3 are the backlinks of tier 1, for example tier 1 is your web 2.0 baklink and tier 2 is the backlink of tier 1 that will be sent you tier 1 and tier 3 is the backlink of tier 2 that will be send you tier 2..
