Parasites work best as tier 2 links. You can also make article links, profile links, blog comments etc. If your PBN is decent, then you can also purchase cheap PBN or Web 2.0 links from BHW and blast them with GSA SER links. Everything depends on the quality of your PBN.

There are many decent options:
- More PBNs (try to stick to niche relevant domains)
- SAPE (custom filtering is absolutely imperative - we've been using it for 7+ years now and can speak from experience)
- Lower priced Guest Posts/Manual Outreach (niche relevant)
- Manually created Web 2.0s (unique content)
- Low priced niche edits (niche relevance)
Keep an eye on your anchor ratios and link velocity and you should be fine. But usually, your Tier1 PBNs should already have a good metrical baseline + link portfolio.

I dont hit my PBN with any sort of links.
Can you clarify what you mean by parasites work best as teir 2 links?

Parasites are high authority sites that allow you to publish content with backlinks (like Reddit, change.org, Twitter etc). There are many threads in BHW about parasites if you want to know more about them.
I personally use many parasites for money site but you can also use them for tier 1. They are easy to build, easy to index and sometimes rank better than regular sites. You can also use spam links like GSA on parasites without any worries.
I understand what parasite is but I am confused about your answer. How will parasite increase the metrics/power of the PBN? I am trying to increase TF/DA of PBN.

I will suggest you to use;
Web 2.0 Blogs(tumblr,wp,blogger & etc.) and Social Network sites(Facebook, Reddit, Twitter & etc.)
to give more power to your guest post.

If you just want to increase DA/TF, then directory submission (most of them don't accept https sites), forum signatures and DF blog comments can help it grow faster. Parasites are good to get traffic but may not help much with DA/PA as most of them are nofollow. You can buy $1 backlinks (10+ DA/TF) to give your PBNs a boost. If you only have a few sites, then there are several multi-tiered link building services that are affordable ($5-10 per link).
Okay thanks for clarifying...are these $1 backlinks safe for google? Is there any way my money site can get harmed from buying $1 backlinks as tier 2 links?

Most of these $1 link services use either PBNs or Web 2.0s. You should check metrics on thread before ordering. For example, I almost ordered a web 2.0 package but found out that samples had almost 0 DA/PA and all the sites were created in the same month. Then I checked and realized that there is no mention of DA/PA in thread. We only get what is clearly mentioned in the thread. The article quality will be terrible and they are not readable. You should provide them your own content if you want quality articles. But they are just for backlinks, so it doesn't matter in the long run.
Don't expect too much from them as they can't improve your PBN metrics at once. You can expect up to +5 DA and +10 PA from 50 PBN links. So, it's better to keep building 5-10 links for each PBN every month. So, the link velocity is maintained and the site keeps growing. DA depends on quantity but Google values quality. So, even if your PBNs have low DA/PA at the beginning, these links will help your site rank better in Google.
We can't say which ones are safe for Google. But these are independent sites with only 1 or 2 articles for our site. They look more like editorial links on a poor quality site. So, Google won't consider them to be manipulative. They are safe as long as they are not created using any software.
