Yes, if Tier 2 is DF. - that's Good, else there is no Harm - Its always good to maintain DF / NF backlinks ratio in backlinks profile.

to get the link juice yeah, you'll want DF links even in tier 2. But if you have the choice between getting a NF link from a good page or a DF blog comment I'll always choose the NF link because blog comments can be gotten easier anyway...
Moral of the story: weigh the pros and cons and if NF links are better overall get them instead of DF links and don't worry about the link juice

For indexing and link juice flow tier 2 links usually helps, so DF can be better.
If you not caring about link juice flow but need of link, NF link is wise to make it happen

It is not necessary that the tier 2 link has to be ******** to send the link juice. Link juice can flow from both nofollow and ******** links. Well, ******** link pass more authority.

Given how fast Google has evolved lately (A lot of people got BURNED by the September update), I don't think investing time and effort into Tier 2 link network is a good idea.

Time to focus on EARNING links instead of building them. Especially if you're serious about building a truly WHITE HAT site.
