Tier 2 link building - does content quality actually matter?

Quick question for you SEO guys - when you're building tier 2 links, do you actually care about the content quality on those pages or is it literally just about passing juice?
Asking because I could automate the content generation part pretty easily but don't wanna waste time if it matters for the links to "look legit" to google or whatever. Still learning this whole link ecosystem thing

For Tier 2, it doesn’t need to be great, just natural and readable. Basic structure and relevance are usually enough.

It does matter, just less than tier 1. Tier 2 content doesn’t need to be amazing, but it should be readable, relevant, and not obviously spam. Completely automated junk can get ignored and won’t pass much value anyway.

Tier 2 content also should be good. It has better impact. For tier 3 you can use it.

tier 2 is mostly about juice BUT if the content looks straight up spammy or broken, google can just ignore it. automated is fine, just make it readable, relevant-ish, not spun trash.
