Best strategy in building tier 2 backlinks to me is bookmarking, it allow your website to stick and increase your web index

The best strategy for building tier 2 backlinks is bookmarks and social signals. Once when social signals are passed to your tier 1 backlinks then you will able to boost their effectiveness and this will improve your overall Google rankings.

I cannot think any other successful way to approach tier 2 backlink expectation without gsa ranker. if you keep getting project over project, that's the best and the quickest way to get tier 2 backlinks. There are specific list services that provide para site link lists and it also will help you get what you want.

I'm not sure how many but indeed it takes some time get ranked

GSA for sure, it's what I do.

Cheap PBNs work as well.
