Tier 2 backlinks to support Tier 1?

You definitely can use GSA backlinks but be cautious when setting it up. These GSA backlinks can be used to strengthen your tier1 links. It looks like the PBN tier is your tier1 and if so, you can create a lower tier (tier2) that will point to tier1. Hope it helps

Tier 2 is your backlink to your tier that support your tier authority then it transfer to your money site

What I mean is, if the PBN links that you already have are direcly pointing to your main site then these will be called tier1 links (suppose as layer1 that points directly to your main website). If that is the case, you can further strengthen these tier1 backlinks so they become more powerful and will send more SEO-Power to your main website.

Tier 1 - PBN links are correct.
Tier 2 - Links point to the PBN URL.
So for tier 2 you can use GSA or Any other sources like web2.0, blog comments, profile links.etc.

Don't use GSA to your Money Site or to your PBN network.
You made a PBN network, I believe you used expired domain for this. Usually, you don't need to power up your PBN network it's very risky for Noob (Who don't have any idea what they are doing) it may cause your PBN network deindex and may lead your money site danger.
It's better for you to leave it as it is.
You will use GSA to your parasite or web 2.0 sites, it will help your money site in SERPs.
Or you can buy cheap PBN from here on BHW or some other place to power up your parasite &/or web 2.0
