Tier 1, Tier 2 link building 2015

Hey guys,
I have few questions about tier link building.

1. Is tier link building effective in 2015?
2. What are the criteria for tier 1 links? (PA, DA and PR if there is any other pls mention)
3. How many links should I use for tier 1?
4. What type of tier 1 links I can use for maximum SERP rank?
5. Can I use low quality GSA blasts as tier 3 links?
6. Can I use 301 redirect as tier 2 links
7. Do I have to use diversified anchor texts (keywords) in tier 2 and 3?

I find many link building threads here but most of them don't cover these small questions. so I hope to get many useful answers.

1. Yes tier link building still works
2. If I purchase links then they must be 20+ TF, dont bother with guest post IMO.
3. The amount of tier 1 links depends on how hard your keyword is to rank. Start with 10-20 web 2.0s and just keep adding more until you hit #1.
4. Use web 2.0s and I also use linkauthority.com, you should also purchase some PBN links if needed.
5. Yes
6. I hear its a good method so its worth a try but I have not used this.

Tier's link building is one of the most common strategy used for about 2-3 years now, Choosing your tier 1 is the most important thing , pick something you have control on so you can edit and update/remove links, add content to them on regular basis that will increase Page authority and make them last long and not get deleted. Try searching for dripapps method called "penny ranking" apply that to you tier 2 it will boost your ranking preety fast. Make sure you diversify your anchors add alot of long tail and LSI and last but not the least create a account at addmefast add some social signals to these tier's.

Web 2.0s with multiple posts and pages increases authority right? and I have read about penny ranking, soon I will try it for good results

diversity is the key my friend, donot just stick to Properties(wordpess,blogger,weebly) also add some articles, press release, doc/pdf submission. also add some image sharing, audio sharing sites to your link profile. If you want long term results use as many platforms as you can dont limit you self.
