So I've been IMing for quite some time now and haven't had to build BL's for any of my domains.

I'm looking to build BL's for a new domain I have as I want to try something different with it.

I understand the whole concept of building BL in tiers.

But the questions is,

Where and how many places should I set up as Tier 1?

The best is if you can get high PR domains related to your niche..beyond that you have a lot of options....guest blogs...web 2.0..articles..
 
if you are going to use web 2.0 you need to make sure each property has unique content. Do not use spun crap for your tier 1's. Also you web 2.0's should have more than 1 article on them and have lots of images and video.
 
As many as you need to rank number one.

But don't forget to diversify too.

If you still ask that kind of question, you still have a lot to read and digest. Tiered linking is simple in concept, but there are quite some details involved.

If you can, build multiple pages per site. 5-15 pages per site.

but not exactly what I'm looking for.

I'm looking more for specific names of places or how to go about finding them.
 
Start with 5 top Web 2.0 sites like wordpress, livejournal, tumblr, jimdo, moonfruit etc. Scale it up after you have had a hang of the process.

Web 2.0, Video Sharing, Doc Sharing, Press Release and Gov and Edu Links would be better for Tier 1
 
I'm interested in the reply above suggesting the use of .edu links as Tier 1. I've not used them much but when I did a couple of months ago I could detect no benefit.

My suspicion was that many circulated edu links are spammed to such an extent that G now ignores them, and/or that without relevant niche context they're less effective. I'm not now using them below Tier 2.

Any thoughts on that?

Most people make their tier 1s from high PR domain blogs like Tumblr/Wordpress/Blogspot/Squidoo. As long as you can flush them out with relevant content and they allow ******** links there are alot of good candidates for tier 1s.

How about Hubpages? I've read the backlinks off Hubpages are do follow if the Hub score is 70+.
