posting same pictures does not effect by app unless it's copyright which can get report with the system,some users do give likes on all appear pictures or uploads to make they profile known social.

Threads specifically is a bit fast and loose with regulation, at least as far as I've seen. I'm sure they'll sort it out once they decide to make it a monetisable platform but until them, it's a hit or miss when it comes to recycling content (among other things).

Exploiting a loophole or Threads isn't super strict on original content. And yeah, likes might come from bots or people who don't notice they've already liked it!

Some people repost the same picture multiple times and Threads doesn’t strictly block it. Likes keep coming because each post counts separately, so followers can like each one individually. The platform rewards activity more than originality in these cases.

Agencies change the Hash and MDM of the content they post so they show up as "Unique". Just look up and Hash and MDM changer, and post on threads with the same content. You will notice it will get flagged less and your pages are getting more exposure.
