Basically, traffic for low-low prices, but no (legitimate) offers for them.

Did you try running popads or Adsense ? How much is the rate for tier 3 ?

Traffic from my traffic source sees traffic for about 5 seconds and have to make a decision fast. Cost is 1.19 USD including VAT per thousand visitors.

Anything under that, and I run into a minus. Popads are ruled out as I cannot run them with this network.
