This PayPal Problem Has Cost BHW over $500...

I just opened a new PayPal account at the end of 11/09.

I'm trying to buy (via PayPal) from several merchants here
on BHW and every time I try and send them money and switch
my payment from the ridiculous PayPal Plus credit card to my
$75k limit Chase Freedom Card--that is connected and verified
(I've jumped thru all their hoops!) to Paypal--it just says this:

Funding Options

Some payment methods are not available for this transaction.

? Credit Card - This payment cannot be funded with a credit card.

This payment can only be funded with Learn More

When I click Learn More, I learn nothing about why it's not letting
me choose my funding option.

I was so desperate to send my payments for some of these awesome
products and services we have here that I even tried to use the PayPal
Plus Card...and it didn't even work! :confused:

With some sellers, I have no problem, but with others no matter what I
try/do I keep getting that above message.

I need your help! If you can help me figure this out, I'll probably buy your
product or service. I'm trying to pour some cash back into our
economy and those commies at PayPal are trying to stop me!

Actually YOUR wrong, partly.

I went through this with paypal recently and found out the real answer. I was attempting to find out whay I could no longer make a instant bank transfer payment to a particular web hosting provider...some one with lots of clients in the dedicated market etc.

I was pissed to find that paypal would not let me select that option even though the merchant was accepting all payment forms etc in cluding echeque. Anyway the response I got was:

hank you for contacting PayPal, my name is Mark and I am happy to assist you today.

I understand that you would like to make a payment funded by your bank account. I apologise for the inconvenience this may have caused you. I can see in your account that the transaction you tried to make was stopped by our Internal Security Program (ISP). This program determines whether an individual transaction has a high risk of failure or not.

This has nothing to do with your credit rating, your credit limit, the available funding source in your bank or you, personally. Usually, if the transaction does not fit the pattern of transactions that you normally make, ISP will not allow it to push through. Unfortunately, since there are literally thousands of transactions that go through PayPal each minute, it is logically impossible to manually turn it off.

We do not also have a way to turn it off since it is a self-regulating program. Again, this is just for the security of your PayPal account. We just want to safeguard you from any possible problem that might arise if we allow this transaction to go through.



Sadly to say, I cannot explain exactly why or how the program works, as that would render our Internal Security practice useless. Please keep in mind that we have this process in place to provide you with the safest online payment processing service in the world. I hope you understand the need of having this program in the PayPal system. You can still make a payment using a different funding source.

It would seem that they have recently changed their security systems and it is restricting some types of payments to some merchants...I can often make a CC payment to one guy but not to another.

So thats likely your problem if the merchants are def accepting all payment types yet you still cant make a payment etc.

Dude, that's exactly what it is. Thank you very much for posting such
a thorough reply. Your willingness to be so helpful is refreshing,
and it reflects a lot of the culture of BHW. Much props. :D

Wow, what a ridiculous response from PayPal.

That guy made it sound like their "security" system has become conscious
of itself and sometimes it'll just whimsically do things that we mere humans
couldn't even begin to comprehend. And that we should just be thankful
that our money is so secure.

Yeah, the debit card thing didn't work either. It's just a random decision
determined by D.A.R.Y.L somewhere out of this world-wide web.


Anyway....

Basically what they are lying about/actively concealing this time is

- if there were a significant number of refunds from people who paid via CC
( usually due fraudulent purchase - where buyer intended to dispute prior to buying )
and where Paypal lost $$$

... no more CC purchases to that seller.
