I think those raters rate webpages not SERPs snippets. I know this because I was also a rater.

Ah is anybody seeing what I am seeing? The restaurant looks like it is closed down. Those windows are virtually boarded up... brown hanging paper. Can't be too successful from what I am seeing

Nope, you can also rate SERPS. They give you the keyword and 8 pages of SERP results. Then you need to click on each website and rate it. Rating has all the options that can decide fate of your serp ranking. If a lot of raters rate your website low then your ranking page will go down.
