Lol ! They are hiring 2 years experience SEO Expert and who knows C+,C++, Paython ! Their main focus SEO Specialist but back-end; you need to know about programming. Google posted that kind of job before. But They focused on programming not SEO Specialist. Now They are focusing SEO Specialist for doing fun or cracking brain. What actually SEO optimizer is done for this reason may be.

You realize that this is a form of marketing? It's very common in bigger companies to throw out bogus joblistings with weird or impossible criteria to distract their competition.
