I'm currently dealing with this competition, and as my website is new. I'm building links basically from scratch. But I'm bit confused, as you can see in the following image. The have a good amount of backlinks, to the main page. But few backlinks to the specific page that I will compete with. If I want to outrank this page (that is marked), would building 100 of the same quality links they have do it (as I'm not competing with their homepage)?

You focusing too much on your competitor. Focus on doing what you need to do and you will see the results.
 
One move i can think is link the url (web page) in question from your home page, which already have many links to it.
This will pass some jiuce.
You can also think about using the keyword you like to rank for this internal url (web page) as anchor for this backlink from your own home page (others maybe find this a little bit force strategy, but mayby will help you).
 
It's doable, and don't worry about the number of links you need to outrank them, just do it.

But good quality links are not for free :) So I'm making a budget for this project, it is different between building 100 links and building 500. So thats why I'm curious about the aprx amount of links that should be doable. Because I'm not sure if I should have their 600 linking domains in mind, or the 36 that they are ranking the specific page with.
 
Yes, you will compete that page if you build quality links.

Take a look at top 10 in google, see what is the LSI keywords, minimum length of the article, how many internal links, load time and speed... just make sure that your page is very optimized for the targeted keyword.

Then take a look at top 10 competitors link building strategies.
If their link are from irrelevant sites or sites that its root domain has pr0 or low trust flow, that indicated that they have very low links.

Depends on their links quality, you should build your seo plan.

I competed sites that has pr9 root domain and many backlinks to the competed URL, by building relevant links that has good pr and trust flow.
