This guy seems to be reselling items at .15 cent profits, how the hell does he do it?

There could be many reasons for the seller doing this. First of all, are you sure he is dropshipping from Walmart? It is possible he has a wholesale rate and gets the item for cheaper.
Secondly, he may have a low DSR and may be trying to get as many sales as possible to save his ratings. It is worth losing pennies per sale to keep an account alive.

He can suddenly stop selling cheap junk when he reaches 10,000 or even 6,000 reviews and switch to higher ticket items which he'll move easily because of the rep built up selling cheap stuff in vast quantities from before that nobody was unhappy with. And he could be drop shipping from another white label warehouse that sells it to him for cheaper than walmart. So he could be making a couple of bucks per sale.
