This guy is ranking 1 for something comp. no 301 redirects, how?

If you google "best web hosting" you'll see him at the first spot, it's the guy with the dashed exact keyword with a .org tld.
I don't see any 301 redirects and he has far less backlinks than the other sites, does someone know how he's doing it?

I did a quick run through SEO Spyglass and the dude's only got 33 backlinks pointing at him and ALL of the links have no PR. This is weird. None of them are EDU's either.
 
This guy is using site wide footer links (it seems that they are very powerful because i see other people that are using them in other niches with great results, top 5 results). Any one know where to buy these kind of links?
 
1] Checked semrush. He went straight up after penguin.
2] The main article on home page is a straight lift from ezinearticles.
3] Domain is 7 years old.
4] Home: Pr3
5] He is also ranking for "hostgator", "bluehost" and stuff on page1-2.
6] He has been updating the site frequently.
7] ALL THIS INNER PAGES THAT ARE VISIBLE ON THE SIDEBAR ARE PR5.
8] No data available for any pages or home on open site explorer. OSE gets updated once a month, so till last month he had no backlinks at all, or atleast that which is visible to OSE.
 
So what is pushing him to number 1? Is it the footer side-wide backlinks? But they are from chinese sites, how come?

This guy is using his own personal network of high PR sites. The links he has are a lot more than you think and many of them are on very high pr pages. The domains he has have a secret sauce, I was amazed to see it! You need to look deep to find his tricks. I guess this guy really really knows how to buy the best expired domains. I mean I have my own, and man this man must be a pro to get these domains.
 
Well, "this guy" is a whole team ;) ... bluehost inside biz
 
He use Russian platform sape.ru to buy links. That is one 1st look.
 
Let him savourate his champagne, it won't last long... affiliates sites go down quickly.
 
penguin did some pretty stupid things... one of my sites ranked for "thank you" from a thank you message i posted on the blog section and i got xx.xxx number of visits / day for this keyword... lol!
 
Just analysed it - he has a crap load of paid links everywhere. I wonder if it's worth the ROI.
