This for all Service provider out there- do you create new accounts?

I see quite a bit of packages on the BHW which is awesome. My question is what are majority of the account being used come from in their services? Are these guys creating new accounts for each of their accounts they use or are they creating new accounts per each customer?

I believe this is a major factor that needs to be considered over time.

Let me know what you guys think majority of SEO services venders are using.
