my adwords ad was approved
my keyword QS is above 6.
all things seem to be ok in my adwords account.
but when i go to the ad it shows this

what is this mean?
I use a website to promot cpa offer --paid survey.
I saw many this kind of offer.
My content is copied from ezinearticle
is that matter?
I also changed it to a motorcycle offer(other people's website)
still shows the same.
if anyone can slove this for me ?i can give hime a 50 coupon.

If my memory is correct, paid surveys are not allowed. Too lazy to double check but you can check it yourself on the Adwords rules and policies pages.

You obviously did not check the policies.

Is that what you are doing? If so, the fix is not to do it.

Or maybe you have a bridge page. Can't tell with info you provide but that is a common one for affiliate marketers.

They are actually quite good in the emails they send - they will nearly spell it out what the problem is by giving you hints. Read it carefully, and if you hover over the ad there's usually a shortened reason given - not sure if that is your case here. I usually defer to the emails.
