The template doesn't have a big relevance when it comes to Seo.
Your best bet is to start by improving the basic aspects such as Meta Tags,Description,Titles, keyword density etc.

Don't worry too much about the theme. Of course there are always more functional themes in terms of SEO, but as long as you don't have a purely flash based website, I wouldn't worry too much. As long as your headings, meta tags, alt tags and everything are there, you should be good to go, and there are plugins for just about all those things.

Most themes are good for SEO.

The rest depends on the SEO plugins you use and how to optimize the title, description, keywords and content.

The best SEO plugins are SEO Yoast and All-In-One SEO.

After completing your on-site SEO visit http://www.seocentro.com/tools/search-engines/metatag-analyzer.html
to anaylze your meta tags. If you score 50%+ in title, description, keywords then you are good to go.

"Optimized for SEO" is written in theme description on themeforest.

I guess not, but I think search engines focus more on the content of the website now-a-days.

One way to find a theme you know will perform is find a site in the index you like that is already ranking well, if it's WP and they are using a purchased theme then you can look it up. That's the quickest way I know of :)
