I need to start reading up on cookie stuffing. I can not tell if this is a joke or method. If this is not a joke, can someone point me to a thread that will help me to understand this.

This technique is also known as jock/crotch/cock stuffing. You can get a lot of millionaire chicks with this so it can make you a lot of cash. You can also try this out with calculators, rolls of money, cell phones and other objects you find laying around if you don't want to buy the crotch sock.
 
This is used primarily in browser URLs or for use when making cookies for characters that otherwise would not work, usually because they are reserved characters (like spaces and the like).
