I was asking myself if the title attribute in a link counts like an anchor for the target website when linking an image...

Example:

HTML:

<a href="domain.com" title="Anchor for Domain" ><img src="bla.jpg" ></a>

Not sure, it's an extra information, like for special browser for blind people, that would read them the text as they can't see the image

not at all, alt is the anchor tag for images,
but having a titles on A link will help visitors to identify the picture
it good for UX

That happens when you add smiley as anchor text.
