The SEO debate I got with my content manager

Long story short, I work as a SEO manager in a SAAS Company, and get hired to boost the SEO. For more contexte, the current content manager was king of in charge of the on-site seo and try to do topical cluster, which I think it's a good idea of course.
The thing is, the CM did it all wrong, and we have a lot of cannibalization. Some blog page are ranking on our topical cluster queries, and this is a good mess, I'll need months to fixe.

We get into a debate, where I was saying that if a link is contextually relevant, we should insert it even if its pointing to the blog or to another cluster. She claimed that "she learne" from his course we should only link to same page.I told her that statistically, we should have more cluster to cluster link, but we may have some cluster to blog and vice versa if its relevant.

I'm not unsure of my opinion because I've done this strategy for dozen of website, but I was a little angry that she claimed knowing something from a course, and challenge my tought.

What are your opinion ?

PS : also, she is the one saying "her blog will be empty" if we start putting blog url in clusters, enven if it's necessary. i'm kind of fed up lol

to be honest, I think that SAAS websites should not have any content at all since they provide a service. All of the fluff (walls of text) should go into the blog, and the blog can be topically clustered just fine, I don't see anything wrong with it. And you would both be happy if you did it like this :)
 
You are correct OP.

Sadly many people do not "really" understand SEO, and just follow blindly what they were told. Sad! (but good for us to have so many idiots in the field)!
 
I think she’s driven by the knowledge she gathered as part of the “course”. However, a SaaS blog can have clusters of topics, but just in the blog part of it. I wouldn’t know what Cluster of links may have to do with it, but I think she’s referring to on-page interconnectivity of different topics and links under same cluster of topics. And for SaaS blogs, the topic can be industry-wise or topic-wise.
