I think what you're looking for is a bot. These, unfortunately, don't come free. Look up Jarvee. It works like a charm and is not that expensive.

OP just wants a program, in which he implements his 10000 already owned IG accounts, to follow each other or any specific account he wants. So if he sells someone 2000 fake IG follower, 2000 of his accounts will follow the buyers account.
