its just research/crypto etc code not malware. the NSA also made SElinux which is available on any linux distro.
just how much you can trust their software not to have backdoors is another question lol

Well it seems they have more "anti hacking" stuffs than hacking stuffs, but yes; technology can be used both for good and bad purposes. :)

they have a ton of hacking stuff, they just don't release that as they use it themselfs.
however a lot of it leaked when they got hacked by shadowbrokers which resulted in the wannacry spread using one of their exploits for windows (eternalblue) :)
 
The entire NSA arsenal is floating around online somewhere, the stuff they didn't want you to have.

Only purpose in IM I can see anyone using these tools is to analyze malware.
