Definitely most important is payment history, everything else is just steps to not get banned, ip/cloaking/aged/not aged/old profile/new profile will not save you from ban if you go blackhat, strong payment history just might.
If you have great project or offer that makes you a lot of money try to find ad accounts with 50k+ in ad spend, then push it to the moon before they notice
