'...There is already a system known to illusionists and magicians which 'hides' things until they are ready to be revealed. I am not talking about the Black Art system of concealment, for any magicians reading. This is sophisticated and very expensive. It uses a plastic substance which can hide anything behind it when an electric charge is passed through it. Kill the power and the object is visible again.

I'm surprised they're messing with deflecting light to achieve this. With fabrics becoming more and more capable of carrying electronic signals, I'd imagine they'd have a cloak by now which can display an image of what's behind/around it to blend in. Just don't have the brightness up too high 
(not to be mistaken with the one the japanese invented a few years back. They projected an image on a cloak to achieve the same effect. These days the fabric can create the pixels itself...I've already seen tshirts doing this.)
