Say you have three sites, Site A, Site B, and Site C. Site A has a link on it to Site B. Site B has a link on it to Site C. Link equity from Site A flows to Site B, but does it also flow through Site B to C, or to site B's internal links only.
 
it flows through every link that's on the page, internal or external as long as the links are NOT nofollow. If they're nofollow, I think a small chunk of it still flows (although I'm not 100% sure on this)

Yes, link equity flows from Site A to Site B and can pass further to Site C if the link is a ******** link. The equity is distributed among all links on Site B, so the amount reaching Site C depends on how many other links exist on Site B. Internal and external links both share the equity. This means Site C receives only a portion of what Site A originally passed to Site B. The flow diminishes as it moves through additional sites.
 
This is a pretty old SEO tactic that has been widely used & very common around a decade ago, known as "Link-Wheels",
Most people stopped using it because many got hammered by the G updates, just don't do that with any type of spam/cheap links,

Some are using hybrid approaches that work well currently,
Mainly doing the same with guest posts as they're coming from established websites & have other OBLs that mix things up,
Or with other types of links, basically interlinking a small percentage of the overall link profile to avoid raising red flags, it's still risky tho
 
Yes, they still work. Also, if you have external/internal links to any other sites/pages, the link equity will be distributed to those pages as well and it depends on the OBL of the pages. But don't overdo it. If Google identifies the pattern, it will affect your website for sure.

From my experience, the equity flow isn't just about the number of links - it's also about relevancy. If Site A and B are in completely different niches, less value passes through to Site C. Yes they flow. So you get link equity from A to C that's correct!
