Internetbs.net provides free privacy in whois and though it is possible to find out your host for a site it is impossible to connect your other sites without hacking that host. provided you use whois protection of course.
The manner of payment depends on your provider of both the domain provider as your host. Paypal is normally accepted I think though I never used it.

I just followed the OP's instructions and successfully applied the promotional code but it still says: "Your ads aren't running because we haven't received your payment" and the current balance is showing $0.00

This method may die soon. Now many voucher sellers from fiverr say that google will stop providing $100 vouchers.
You can see from fiverr that the number of voucher you can get for $5 is now only 1 to 2 while a week ago you can get 10-20 vouchers for $5.

Haha, yeah, it sure is a lot of work. I started in May and I'm JUST now figuring out how to make it work for me.
Too bad Google is officially killing this method at the end of this month. Just as I was beginning to get sales.

this method is about to die from what im reading OP...google is changing their vouchers rules. You have to spend $X to use google voucher worth $XX...Anyone else heard of this. As of September 30 old ones are done.

Not really, Adcenter requires you to enter credit card info that is verified. The beauty of the adwords vouchers was that you could enter them without entering a credit card and spending any kind of real money.
