The cost through my Bluehost Affiliate link is expensive

I registered Bluehost Affiliate and tried to earn money through the link. However, I found that if people use my affiliate link to subscribe Bluehost service is expensive than the other users' link. If through my link to subscript Bluehost service, the monthly cost is US$3.95/month; but click other users' link the monthly cost is US$2.95/month. I checked with Bluehost but they replied it is normal for new affiliate users. It is normal? If so, no one will subscript Bluehost service through my link. Any idea? Thanks.

From my read you need to be a power affiliate to get the best rates to offer customers.
However BH regularly runs big discounts that apply to all so more of a level playing field then.
