I'm not looking for the theme to be so cheap that it was made by an illiterate moron.

But equally I don't want anything super special or so high end that it's too expensive.

Why don't you go to Themeforest and buy a cheap theme and customise it to your needs?

Alternatively, post an ad on Fiver and pay how much you are willing for a custom.
 
are you looking for a custom unique theme solutions on the wordpress platform?
or are you looking for a already premade theme, then customized to your needs?

At this point I'm looking at our options but it's most likely going to have to be a custom job.

We've got an old school html website that sorely needs to be brought into the modern age. It would be nice to keep the look and feel of the existing site.
 
you are in the cheapest market place to get a site done. Or try upwork
 
Not really sure what the issue is here, find a theme on a marketplace that will suit your needs and customise it.

It's really that simple.
 
I recommend the Astra Pro theme and get someone on Fiverr to customise it or do it yourself.
 
Try FB Groups, there are many developers who need work in exchange for review and little fees. The drawback for FB group is less professional for this kind of service. You can also post in the HAF section of this forum.

You can post your requirements on hire a freelancer section. Also when it comes to development you can aim for quality over cheap prices.

It seems that I need to wait until I've got a 100 posts before I can use the entire forum.

And in my opinion, quality versus price is a bit of a mixture. Too cheap and you shouldn't expect much.... Too expensive and you're screwing yourself.

This is the best solution. Building from scratch will costs you so much more

All themes for WordPress that is offered to the public either free or paid are GPL, you can not make a theme for WordPress that is not GPL according to WordPress license.
