Seriously, as far as I'm aware the only tools that do a good job of creating 2.0 properties come with a monthly fee.
I think there's a cracked version of EVO2 floating around here though, maybe you should check it out. It's in the downloads section. No idea how reliable it is though.

Unfortunately anything quality will either have a monthly fee or you'll need to create yourself. This is because all the big web 2.0 sites regularly change so the programs have to constantly update; if they didn't charge a monthly fee they'd be doing work on updates for life for a one time payment or simply not update and then your program would be worthless.

What I will suggest is But 14 Day-Trial of SENukeX and go on making Accounts throughout 14 Days using SENukeX Scheduler.
So,you will be having lots of accounts and after 14 days go to the web 2.0 sites and post articles Manually.

I make my web 2.0 properties manually. For setup, I use Roboform to populate my information. Then I use TheBestSpinner and sometimes Dragon Naturally Speaking for content. I also add pictures and my videos if the web 2.0 property allows it.
Keep track of everything on a spreadsheet and you can go back and add more content later on.

for the programmers to keep their programs up to date with all the changes the
web 2.0 properties make and more.
Often you'll find the monthly programs offer a lifetime license for a 1 time fee.
Here's a list of quality programs, from harder to use to easiest (in my experience).
